It must be understood that the specimen time schedule is for the purpose of illustration only and would be subject to amendment according to:-
(i) Facilities to be provided under (b), (c)
and (d).
(ii)
(iii)
Typhoon or strong wind precautions.
Changes from night time to daytime collection of conservancy under the proposed two pan conservancy scheme.
Regarding (a).
Hon. D. P.W.'s plan of 18.6.51 shows a proposed sea wall 700 ft. in length and four 25' x 16' dolphins. The dolphins being arranged in pairs and each pair being capable of affording high or low tide berthing for one 24' x 98′ refuse barge or one 78' conservancy barge. The intervening portions of the sea wall would appear to be unsuitable for berthing or mooring, without the provision of dolphins, owing to the gradient of the sea wall and inadequate draught at low tide.
It will be seen from the specimen time schedule attached to this report that there would be concentrations of 6 refuse barges and 3 conservancy barges during the peak periods from 10.45 a.m. to 12.30 p.m. and 3 refuse barges and 6 conservancy barges from 12.30 p.m. to 1.30 p.m.
As a public health measure I also consider that it should be an accepted principle to arrange for loaded craft to be cleared from urban stations as early as is
This would practicable, consistent with economic operation. enable fly repreessive measures to be more efficiently controlled at the point of concentration but requires that adequate provision be made for berthing arrangements at Tsun Wan.
On the whole and from facts at present available it would seem that the two berthing points as shown on Hon. D. P. W. 's plan will not be sufficient.
I consider that it would be unwise not to make provision for berthing facilities along the entire length of the 700 ft. sea wall but in this I can only express my personal views and submit that the responsibility for deciding be left to the experts.
